Rust in my leaf catchers

Just had the bad news about the MOT - failed on some rust most I can get to, but one I don't see how to get to.

The part in question is in what I call leaf catchers, under the petrol filling cap and hose. Its the vertical section on the left looking from the rear of the car, I guess you might call it the inner wing.

My problems is that I can't see how to get to it to weld a new piece of metal. The only thing I can see to do is cut out the good curved area where the carb fan input is (when I had a carb fan) and that would give me access and I could weld it up and then replace the curved bit again.

(It goes without saying that any welding this close to the fuel tank means it's going to be drained and removed before I start)

Thing is it doesn't feel right to cut out perfectly good metal just to get access.

Anyone got any clever ideas on how to get access?

I simply got rid of mine, cut all the rust out and fabricated in a new sheet of steel. Gives much more space in the engine bay for my turbo and stops that rusting issue out. Other than collect water, they don't really do anything!
